This comes down to a domicile/residence question. First, PA is out of the picture; all you did was buy it there and you just need a temp tag to get the unit placed elsewhere. You state you're from FL so I assume FL is your domicile. VT, if it has such laws and I will assume they do, will have a claim on the unit because it is "garaged" there (and there's nothing wrong with that). You need to contact your insurance company, tell them what you are going to do and follow their guidance WRT insurance, and that may help you make the decision as to where to title and register the unit.. As to where you pay any sales taxes due, it will be FL if you title and register it there, and it may be VT (I haven't researched their rules).
