This is a bad idea on a 4 inch tubular trailer bumper.
There are many threads here (with photos) explaining why.

I bought one for my camper from eTrailer.com (MaxxTow 22-1/2x49 Cargo Carrier for 2" Hitches - Extruded Aluminum - 500 lbs MaxxTow Hitch Cargo Carrier MT70108) and it is still in my shed due to the damage done to my camper's bumper my first trip out.

If you want the tray for your truck's receiver (front or back) it is a good way to expand its capacity.
