8.8 Cummins Jake Brake Bolts broke in head

I have just purchased a 05 Tsunami 39' - Well out first trip out we got 50miles and found out the 6 small bolts holding down the Jake Brake broke off. The main bolts down the middle where missing all together, Think this was why the small one broke.
We where towed to a Big Rig Garage and they welded the oilers and handed us the brakes and we where on our way after $500.00, without the Jake brake for mountains.
I contacted Cummins and they told me they have not had any recalls on this problem
I now have the MH at the Cummins dealer to see if he can get the broken bolts out without taking the head off
