Newbie seat belt question

Thinking of purchasing a 24R and I have to say this forum definitely is helping me solidify my decision to purchase for a FR. One question though. Is there any way to get four seat belts in the dinette option instead of the two? I am just wondering in case I need to carry more than four people in the RV with me.

Are the belts bolted to the frame or just the floor.

Are the extra belts an option?

I believe its based on cargo carrying capacity + gear, and importantly seating position and where. Also the mfg must get all the above approved by highway safety laws, tall order to have changed.
