Our 2011 24S came with seat belts on one side of the dinette only. I thought maybe it was because the rear facing seats had the window behind them in the slide out and maybe they didn't want people sitting there.
I was told by a factory rep at an RV show that the lack of seat belts is strictly for weight ratings. For each seat belt installed by the manufacturer, they have to factor in a certain amount of weight, which then needs to be subtracted from how much weight can be carried and that doesn't look good to consumers. By leaving the seat belts out, it means more weight can be added. Of course that also means that if you are carrying more passengers than you have seat belts, those passengers need to be factored in to the carrying capacity.
