It tells you that your water heater is lighted or not. If the light stays on, it did not light. Wait a few minutes and try again.

The light is the Direct Spark Ignition Fault Light. When you first push the water heater switch that light should come on and stay on until the propane ignites and then should go out. If it stays on for more than a minute turn the water heater off and try again. If you have air in the propane line going to the water heater it might take a couple of attempts to light the water heater.

If you are hooked up to shore power and not using propane to heat with, is the water heater switch supposed to be off?

Yes, if you have the electric option to heat your water heater, the switch on your panel should be off.
You have to go outside to turn the electric portion on to heat the water heater on most models.
