You just have to do the math. Payload is what frame and suspension can carry safely. Towing Capacity is what the vehicle can safely pull. Can any one here carry 500lbs. of sand? Doubt it, but pulling 500lbs. of sand on a dolly is very conceivable.

My SRW 1 ton has a stickered payload of 3905 lbs. After hitch, occupants, dog, gear etc it is down to almost 3200 on CAT Scale.
My old 2004 1/2 ton SUV (armada) which at the time was built on the same frame as the titan and had a tow capacity of 9200 lbs but a payload of only 890 lbs.
Going back to carrying vs pulling. Remember you are carrying the pin weight and pulling the remaining trailer weight. Using your example of 500 lbs of sand that would mean you are carrying 100 lbs of sand (20% pin weight) while pulling 400 lbs of sand. Can it be do be? Maybe? What are the chances you will hurt yourself doing it? How far can you do that for? Same concept with towing a fiver.
And yes I am a card carrying member of the weight police. I was recruited after being pushed down a mountain by a trailer that was too heavy for the TV. Truck brakes, trailer brakes, not enough for 2 mile 7% downgrade on a twisty 2 lane road. No thanks. Been there done that. Now I follow the weight limits... oh and that was a 7300 lb loaded weight TT with a 1000 lb tongue weight pushing the above listed armada.
