Berkshire water valves

Anyone know what the those red and blue valves are for in the outside water/shower/dump valve compartment are for?

Are they hot and cold low point drains?

You can shut off or turn on the water to various systems with the valves. I don't have a clothes washer so I turn off the hot water (red valve) and cold water (blue valve) that are labelled for the washer. After I winterize and pump some of the red anti-freeze through the outside shower, I turn the water valves to the shower handle off.
