My guess: The engineers who design power tongue jacks know full well that the jack is expected to function in a wet environment... but engineering departments are constrained by accounting departments. So it's either well built or cheap to make. If you've owned an RV for more than five minutes you've probably discovered that cheap to make wins almost every time.
