The State parks are out then - they only have electric and sometimes water (no sewer hookups that I am aware of in any of them), but you may be able to find private (non-government operated that is to say) RV parks near those spots.
All of the parks I listed have good hiking and things to see (lots of nature and some history), but I can't speak to the meeting people aspects - we're a couple of quiet-seeking campers and talking on the Internet like this is a about as social as we get
Hit up the West Virginia State Parks website for places of interest, and then if you prefer full hookups look for nearby campgrounds using something like the KOA or GoodSamClub websites as they list many of the private RV parks. We usually stay in State parks because the spots are smaller and we can easily camp without any hookups if needed or I would try to make suggestions for non-State parks locations...
