The salesman said the upgraded 3.92 rear axel ration would increase my max towing to 10,300…I don't know much about this…any truth to the new rear axel ratio increasing my towing that much? Thanks and I appreciate all the experience this site has to offer!

Yes it will. Ram has embraced the SAE J2807 towing standards and all models of their trucks to meet this towing requirement. Some of the Ram trucks have had their towing weights reduced and most had their towing weights increased due to this new SAE standard.
Ram has also redesign the suspension system on the trucks in the last couple of years which will help you also.
What you should know is that the Rims and Tires are always the weakest link on any truck and the tire load rating should never be exceed on any vehicle.
