I would assume water heater, as the furnace should be on a thermostat.

Yes the bottom one is for the water heater.

Depending on what brand it is there may be one on the water heater outside.

To run on electric turn on the switch with the cotter pin. Be sure to turn off cotter pin switch when finished camping. To run on gas only, leave cotter pin switch off and turn on the switch inside the trailer that says HTR. Both switches do not need to be on to run on electric.

It's not as bad as you think.

A more or less normal used Travel trailer.

We turn on the internal switch (gas) when we know we are going to use a lot of hot water (showers) and then turn off when we are done.

When speaking of water heater switches, the terms 'inside' and 'outside' refer to inside and outside the RV. Surely the one with the cotter pin is outside the trailer.

Do you have TWO switches with cotter pins?

One thing you need to be sure of is that the water heater is full BEFORE you flip the switch's.

Check the valves, should be located inside, likely behind a panel of some type.

On the outside of the water heater flip the pressure relief valve so water can run out of it, as soon as there is a good stream of water flip the valve closed.

These switches confused me also. My first camper was gas only hot water heater. When I go out this year I'll have to refresh my memory of how to get thing to run on electric.

Turn the outside switch on and you have electric heat. Turn the inside on and you have gas heat. If you use lots of hot water you could turn them both on and your hot water recovery time is much faster.

Make sure you have water in the tank before you turn on the outside switch otherwise you will burn out the element.
