We stayed at the Niagara Falls KOA last summer and enjoyed it.
Pros: Typical KOA. If being close to the Falls/Clifton Hill tourist area is what you're looking for then this place can't be beat. A 10 minute drive down the road you're on and you're in the heart of the tourist area. Indoor, outdoor & kiddie pool and lots of activities for the kids. Tons of sites & cabins. I don't know if they' ever sell out at least not with the gas prices the way they are.
Cons: Typical KOA. A little pricey but most Canadian KOAs are. If you're looking for hiking trails or walks in the woods you'll be disappointed....there ain't any. Not a square foot of the property isn't a campsite.
