No, the tv news report reported that they were homeless people. Maybe they didn't have the means or knowledge to locate a sewer connection.

Agreed as an electrical I have been in a lot of homes that was only about 10% of what my 5er is.

There is a good chance the news people believe all a RV's are homeless. I'm a pilot & it drives me crazy when the news reports the crashed airplane is a Piper Cub when it was anything but. Obviously the news people either don't know what a real Piper Cub is or don't care.
The same could be true with the news report about dumping sewage.
