Yes, the converter is what charges the battery. You have to be connected to a form of 120 volt AC power (which includes having the main breaker on) for the converter to function ....thus recharging the battery. Depending on what brand/model converter you have will depend on how well it charges your battery and maintains it. Not all converters are equal.
