Just to clear some things up. Most tanks never actually fill up to there capacity due to a few different things. 1 being the location of the overflow spout on your fresh water tank for eg. 2 being the way you set your rig up, in most cases your rig will never be perfectly level so this could effect your tank capasity by a few gallons alone. 3 is that on most tanks wether they are fresh tanks or waste tanks they will never completely fill up to the top, there seems to always be an inch or so air space left at the top of the tank for pressure reasons this could also stop you fromm getting to the full capacity. Last year I came upon this situation with my fresh water tank, the tank is supposed to be a 46 gallonn tank with 6 of those gallons going to the hot water heater. One weekend while caming I ran out of water and had to manually fill it with a 6 gallon water container. I filled the container 6 time and on the 6th one it didn't all go into the tank. You do the math (less than 36 gallons befor coming out of my overflow spout). I called my dealer and they aswell as myself got in contact with the manufaturer. The manufacturer stated that the don't even have a tank that small so it couldn't have been a mistake on the assembly line. This is when he went through the steps mentioned above with me in which I do see how it is possible to not get the tanks as full as what they say the size is. The dealer said that the could bring the trailer back in and rip open the enclosed underbelly and have a look at it and I told them that I wasn't worried about a few gallons of water that much. So this is how I look at tank capacities now!!!!!
