Hook a water hose to the city inlet, open low point drains.

Turn on the water and each and every faucet one at a time till the water runs clear.

Check that low points are running clear, turn off water and switch to the tank put in a few gallons turn on the water pump and run the faucets again to clear any A/F that was in the water pump.

Return water heater bypass valves to the use side and close low point drains.
