Louisiana is a little strange on this one. I haven't found an RV or child example but for adults, as long as all existing seat belts are in use, the additional unbelted passenger will not be ticketed. So, four adults in the back of a car, if the three seat belts are used, the unbelted passenger is legally ok. I would think that at a minimum, all minors should be properly belted in. Adults in Louisiana wouldn't have to be if there are no more belts to be used.
