They are probably contracted by local companies to pickup trash cans at end of customer contract, and maybe also retrieve shopping carts from alleys and washes. I used to see a similar truck in Tucson.

my first thought was a "mobile, redneck, guillotine service", .... call um up, they come out and take care of any problems, ... bad neighbor, nosy live-in mother-in-law, or even noisy neighborhood dog, .... the blade is probably off to be sharpened, but all the other parts just fall into place, .... trashcans for the heads, trailer for the bodies, ... just saying!!!!

I know I have tons to learn about this RV'ing stuff but if he's sloshing around at the dump station does it really matter what he chooses for foot wear?

If you "slosh around at the dump station" in flip flops you'll find out why you shouldn't. Lot's of poo and other body liquids are in that slosh. Take it from others experience, don't learn the hard way.
