I should be getting my Anderson kit in the mail today. I went ahead and bought the whole bag.
Since the kit comes with two chocks in addition to the two wedges used with the levelers, I'm going to go out on a limb and say the company must recommend two chocks on the low side.
I have always just put one chock per tire, between the tires, but I doubt it really makes any difference (inside or outside) as long as you have one chock facing each direction.
Which is what I would have done even if I hadn't bought the kit. Seems like the safest bet.
