Toilet running over

Anyone ever had this problem, after flushing our toilet will sometimes run over. The bowl seals and for some reason the water starts running again, fills the bowl and runs over. Any ideas or solutions. It doesn't happen all the time however it has gotten more frequent.

There is a valve that is activated or opened by the foot lever. When the foot lever is released the valve should cut off the water.
Depending on the brand/model of the toilet the valve can or cannot be replaced.
The Dometic 320 toilet I just installed has a replaceable valve assembly which is part of the reason that I bought it.
