Transporting LP Tanks

What is the requirements for transporting LP tanks for a fill up? Can I lay them on their sides and chock them from rolloing around? Just curious.

I always transport mine in milk crates and and run a pull strap through the tops of the tanks where the handles are and attach it to my inside box rails to keep them steady. Although I have never had a problem with them tipping over in just the milk crates I just don't want them sliding around with all the crazy drivers on the road during an emergency stop.
