Checkout First Landing State Park. Haven't been there yet but have reservations in August.

We stayed at the Holiday Travel campground a couple years ago. Large, but nice. also has a bus stop for the areas bus system, and a bus to the beach

we stayed at the VA Beach KOA, about 15 minutes or so from the beach, however, the F15 's fly over every day for the pilots to get their monthly flight hours. If you don't mind that (which we didn't), the KOA is a decent place.

If you don't mind being cramped and crowded then the KOA or Holiday Travel would be fine. If you want more serene woodsy environment First Landing is nice but they are not site specific reservations. Friend had a reservation for a back-in site (that was listed as accommodating his 5er) when he got there even the staff said no way he could get it in the only remaining electric/water site.
To really help you it would be nice to know if you plan on being in Va Beach for your entire stay or just visit a day or two. There are some nice SPs within 1-1.5 hours.

First landing over the for this the best. We have been going for five years now. The back end is beach front while the front are tree covered. The sites are individualized and separated by vegetation, trees, or other types of nature in the back end. The front end is less ideal, it is tree covered, but not as private.
No sewer or cable, only electric.
Town is convenient enough and the fireworks are literally rift at the beach, over your head.

We'll be at the VB KOA the beginning of September for 4 days then to First Landing State Park. Haven't stayed at either before. KOA is expensive $96 a day on the weekend. State park is half the price. After living in Va Beach for 37 years, I can say everything is congested and expensive.

On the other side of the river, is Ft Monroe. They have a very nice small campground. We stayed there a couple times.

We go to VA beach every year for the past 8 years, we stay at the Holiday Travel, they have a parking lot 2 blocks from the beach. This year however we stayed on the other side of the CBB at Sunset Beach RV Resort. It is a new campground they have a nice private beach and a new facilities. The down side is that is far away from everything. When we went there it was raining a lot the week before, some of the sites were a little muddy.

Problem staying on the Eastern Shore is the $15 toll on the Chesapeake Bay Bridge Tunnel going to VA Beach.

Alvega - I forgot about the parking lot. :-)
Parking along the VA Beach strip is impossible. However, if your a guest at the Holiday Travel, they have a parking lot on the strip that you can use..
Ft Monroe is across the James River in Hampton. Their beaches are on the Chesapeake bay, but very very nice. This is a well kept secret if you're on the Hampton/ Newport News side.
Airplane Noise - VA Beach is several miles from Oceana NAS, You will experience airplane noise. By the way, I grade airplane noise. On a scale of 1 - 10, I graded Holiday travel as about a 7 ( not enough and the wrong type.)

Oceana aircraft noise is "the sound of freedom."

Haven't been there yet but, have reservations for a week at Indian Cove http://www.indian-cove.com/RV Resort, not sure if they're open to the general public.
Will let everyone know when we get there.

Spent 2 weeks at First Landing State Park and thoroughly enjoyed it. Had reservation for a 50 foot site and our 32 5er plus Truck fit with room to spare. We were in a non site specific site. You have to take what is not occupied when you arrive but are guaranteed a site that matches your reservation.
Sites are VERY private and ours was very large. Short walk to the beach.
