A nearby connection for coaxial cable might be a clue that it's for a TV.

Yes, as others have said its a TV mount. I have several at home. I move a TV from the spare room to the patio and back porch depending on the season. Very trim installation.

I think Mr Jones nailed it!? See if the protective cover comes off to reveal the Thule mount??

Hard to tell from the photo. It looks like it could be a rubber bumper to keep the storage compartment door below from hitting the electrical outlet when raised. Maybe it holds the door in place when the plastic cover is removed?

Rv Jones is correct. I had the same silver back. The TV in the bed room comes off the same type of Mount and hangs outside on the thule. Then you have access to 120v and antenna connection.
