I dont think there will be any lateral shear on the rings, the angled bar slotted through the rings is just to keep the chock from moving around. The weight of the bike should keep the chock planted and the strap hooks will go through the rings with the straps pulling vertically.
I'm not taking credit for this idea, others have used it successfully.
It's either this method for around $100 or use the "Bolt it on" mount system for $450. I'm not going to bolt anything through the floor so these seem to be the best alternatives, for me.
