It looks like they forgot to plug in your water heater to run off electric. When I am plugged into power at the camp ground I leave the hot water switch in the bathroom off and turn on the power switch on the hot water heater. If you open the hot water heater compartment outside door and look around you will see an on/off rocker switch. If I need hot water faster I will turn both switches on.

Bathroom switch on = propane hot water.

Tank switch on = electric hot water
