I would say no.....are the fresh water tanks full? Where is the water draining from, front? middle? rear? I would make sure you see two white hoses sticking out from the underbelly. The white hoses are the fresh water tank vents and need to be vented to the outside so any water from the fresh water tanks can run outside of underbelly.

Sometimes rain water can get inside those covers, look for all the holes around the axles and frame and you can see how road spray can make its way in. this has happened to me, took it in thinking it was leaking and it was the rain water.

The fresh water tank has maintained the same level and all other tanks are empty. And it seems to drain from the lowest opening in the belly.

We had the same issue at the tail end of our last trip. When We got home, I removed the underbelly (uggggh!) and found this.

It was an easy repair using a ABS tank repair kit provided by our dealer, the removal and reinstallation of the underbelly panels is not something that I ever want to do again.
