I did finally hear back from FR, so here is what they say.

One switch is for the grey and black tank heaters and the other switch is for the fresh water tanks. They had to use two switches because of the amp draw of the heaters. The heaters draw 4-6 amps each and one switch can not handle the possible 18+ amp draw if they put all the heaters on one switch.

Thanks for the info on the switches. Dealer thought it was under the entry stairs light or something....... Good to know what they are really for. My 5th is spec'd with the same 2 fresh tanks.
