They look like they have been setting in the sun and have dry rot. You need to cover your tires when they set facing directly into the sun. Ultra Violet rays will eat tires like mice eat cheese. Get some good tire covers if you store outside. Any RV store has them. For those in the SW part of the country this is even more so.
