The way I understand it to clean the goop is to take a plastic putty knife or credit card and either push it back up into the seal or scrape it off. Then use something like "goo be gone", wd40 or similar to remove the rest of the residue.
If enough butyl caulk drips from out of the seal over time, then figure on total removal of window and reseal with true butyl tape and silicone the top of the window seal.
Mine are not that bad yet.
