This is absolutely correct. However, it's only an issue if you pull more than one fiver. If the pin boxes are the same dimensions, it isn't hard to move the capture plate between units, either.
Note that the capture plate is just a plate that holds a wedge shaped hunk of metal. One could easily weld a wedge directly to the pin box and achieve the same thing if they wanted.
