I believe some of the weight goes om the tongue. So the axles would have less on them than 7900.
On a side note, I've only seen 8k axles on DRV, Lifestyles and some of the high end, HEAVY 5th wheels. If you had 8k axles your trailer gvw would probably be 17,000-19,000 and empty in the 15k range.
On a tt your axles would be the 8k combined and your tongue is probably around 1000-1200lb? and there is your 1200 cargo cap.
So not overweight on axles unless you overload it or it scales much higher
