On the fair grounds site it says bandwidth is throttled back.

Of course there is cell service! Now if in the middle of nowhere, not so sure!

That's probably going to depend on your carrier. In my case, I'm with a Canadian carrier that limits me to 3G while roaming in the US (and tries to force T-Mobile as the preferred roaming carrier). Roaming on T-Mobile at only 3G the data was nearly unusable. Strong enough to get my e-mails, but not nearly powerful enough for a remote connection back into work.

Still, even that is better than trying to use the fairground's wifi.

As far as WiFi, it again depends on your parking location on the Fairgrounds.

I am not sure but the track building may also have a hotspot.

The closer you are to the central buildings, the more likely you will be to get a decent WiFi signal. Directional antennas on a mast can really help, but the best course is to use your phone's hotspot capability when you absolutely need a solid internet connection.
