110 VAC outlet behind the fridge

Clipper 16B - Does anyone know if the second jack in the 110 VAC outlet behind the fridge (where it plugs in) is actually wired. The outlet plate looks like a standard 2-jack outlet but the slots in the bottom one are actually closed up, were never punched out. (See pic, which should be viewed vertically.) Also, the face plate is not removable, it is all a one-piece box assembly of some type.

There is usually no contacts in the second socket. This can be done to prevent connecting other items that can trip the breaker and leave you with no fridge or just to reduce cost on an outlet that is not accessible.
