The switch in the bathroom turns on/off the water heater at will. The switch on the water heater is to turn off when the unit is drained in case someone turns on the bathroom switch which will burn out the out the heating element with no water in it.
That don't sound like the one in ours. I don't know which model you have, but most of the FRs seem to have the suburban WH. In that case the switch outside for heating the water on electric. The switch inside is for heating with propane.
Very important to only use the electric when there is water in the tank!
You can complete fry the electric side in seconds if there's no water.
