Anode Rod electric cap - removal?

My Flagstaff water heater's anode rod has a black cap connecting it to a power source.

How do I remove this black cap so I can remove the anode rod? It does not seem to want to "pull" directly off, and I don't want to force it.

I can't get to the rod with a socket unless the cap is gone.
