Black flush connection

I am wondering just exactly what kind of connection is at the tank end on my flush system..It has developed a drip when using the flusher.. I took a peek at it and it appears it was leaking when installed and some genius just put black silicone on it to fix the leak to get it out the door.It appears to be some kind of two piece setup..I may have to just get up in there and do a better job with the silicone..The leak would have never been detected if I hadn't had the opposite basement door open while flushing.. Not much of a leak just a drip,but I don't like it!!
