Mine has a pipe that goes in the tank about 2' deep

If flushing isn't doing a complete job of cleaning, you could try a product called 'RV Digest It'. I haven't used it myself but others on the forum have and reported success. Here's a link... - RV-Digest-It

I think it's time to repair that tank penetration and plug it! Its too low in the space and its on the wrong side. Most "flushers are high up on the side and opposite the terminal valves so the tank can be flushed, across and full height. If it isn't working why save it. Get a kit that has a real nozzle on it and place it where it will help. The tank appears to be ABS plastic. Glues are made specifically for that plastic. Doubtful if silicon will hold very long.
