black water tank will not open

I was talking to my nephew who has a fifth wheel and they went to the ROT RALLEY in Austin TX in June . Black tank is full and when he was able to get to a dump station the valve would not open. He is a huge procrastinator and now 7 months later he still has not done anything to correct this problem.
All I see is a BIG block of SH*t and toilet paper dried up in a big block. I just wonder if anyone has seen anything like this , and if so what did you do?
I told him he would most likely have to get a new black water tank put in , if he can find some one to do it (not me)
Any thoughts ?

How cold where the trailer is?

Camco TST Holding Tank Chemical, 1 Gallon

The whole thing and as much water as the tank will hold.
Let the treatment work for say 24 hours with any luck it will dissolve the block in the tank.
What was/is the problem with the valve?

Need lots of back-flushing using something like the 'Flush King'. Back flush with hot water may help. Did the dump valve cable fail?

Search RV-Digest-It on the forum or Google it for how to clean your tank without replacement.

As to the valve, they are easy to fix once you gain access to the valve if all that happened was the pin that connects the handle to the valve shutter broke or fell out.

Total replacement with a full tank is not to the faint of heart and most shops will skin you to do it.

X2 on fixing the valve while it is a solid. In fact, fix it before you even THINK about turning it into a fluid.
