Potable water tank fills when connected to city water
I have a 2013 Berkshire 390FL. Recently I noticed my fresh water tank is filling up and overflow ing when I am connected to city water input. Is there a backflow valve that needs replacing? If so where is it located? Can it be fixed without replacing?

Usually back flow valve is part of the fresh water pump assembly.....

Is there a separate hose connection for the tank and city?
On my trailer I hook the hose up to one connection and turn a valve for city or tank.
I ask in case a valve was turned partially.

There are separate connections for the inputs. I connect to the city water input and get water accumulating in the fresh water tank as well. This is a new situation that was not previously happening, so I feel some valve is not functioning properly

A possible back flow?
If the water filter was plugged could water back flow enough to get into the tank.
That is if both city and tank water go thru the same filter.

Suspect that water is being pushed backwards thru the water pump since that is about the only place the two have incommon.

take the water pump apart and see if something is keeping the back flow open. put a new pump on it and the same thing can happen after one use..... get a piece of something in there and water will back flow.

Use water from fresh water tank through pump a few times to see if check valve will seal properly(might have debris in it) then try city water again....hope it fixes it, if not like Brother Les says, take water pump apart.......

Backflow to the fresh water holding tank is accomplished by baffles within the head assembly of the water pump.

It can only be coming thru the water pump which has two check valves in it they can be repaired if your handy they sell kits for them.

Sometimes if the pump is run with city water pressure present the silicone baffles in the pump turn under and not prevent backflow. The pump head can be taken apart easily to check for this and as stated there are kits to repair if needed. All water pressure including holding tank contents should be withdrawn to pull the pump out.

Another idea is turn off the city water, and then turn on the fresh water pump a couple of times, and let the water run through a couple of faucets to get a good flow. If there is some restriction keeping the anti-back-flow valve from closing all of the way, that could flush whatever is there out of the valve.

As stated above your city water go's thru your 12 volt pump. By the time you pull the pump and buy the parts, I would just buy a new surflo pump, they are pretty cheap. I tried to rebuild one and ended up putting in a new one anyway was never the same. Just match the model numbers or count your fixtures that's how they size your pump.

Sorry, I don't agree with Glen at this time.
The water pump is (as is the unit) too new to really have any parts worn out. There is an obstruction problem. Take the water pump apart and remove the obstruction. A 100 dollars for a new water pump is not all that expensive or that cheap.... If a piece of calcium gets stuck in the back flow and there is more calcium in the water line..... you replace the pump with a new one and that calcium moves into the new pump and you have the same problem. Stuck back flow valve. Take the one apart on your unit and learn how it works. If you can fix it in a few minutes, you have learned a major lesson. All is good. There will come a day when this will happen again and Camping World will not be down the street to grab a new pump. My motto is that I will learn how to 'fix it or it will be so broke that it can never be fixed'. I have learned to fix a lot of stuff along the way to breaking a lot of stuff. I now know on most things when to reach for the tool box or the Telephone.

Running the pump for a bit will probably do the trick. Most of us never use the onboard system to give it enough of a workout. This happened to my boats several times and just running the pump worked each time. I make it monthly thing to run the pump and ensure it works as it should. None of my RVs have had a pump problem since.
