It isnmost likely the ball seal. Sounds like you may need to replace it. It makes a seal to the ball shaped flush valve. Other option is there is something sticking to the ball valve so it is not sealing all the way around the rubber seal. Try wiping that down first. A new Dometic rubber seal is about $35. Don't ask how I know, lol.
