Electric Water Heater

We bought a 2010 Rockwood 8280WS, we thought it had a 2-way propane and electric water heater but I can't seem to find a switch to turn on the electric element. Any suggestions would be helpful.

It should be on the water heater itself. If it's a Suburban it's on the lower left portion of the WH panel. If you can't push the switch it could have a locking pin that needs to be removed.
