Sometimes-- my previous rig had a 24 gal fresh tank. I traveled with it full on occasion. Usually we weren't going more than a tank of gas away and we knew the CG did not have water at the sites.
My current rig has a 50 gallon fresh capacity and I don't ever plan to travel with it full.
Nearly every place we've ever visited had water available somewhere. Why carry all that weight if not necessary?
Again- previous rig had tank in front and water added tongue weight and it actually towed a little better with water in the tank.
Current rig has tank right over the axles so water won't make any difference except it's HEAVY so why add the weight if you don't have to?

If water hookups at site I put about 5 gallons for on road bathroom use and hand washing. If no water hookup at site I'll fill tank up prior to leaving. Don't want the hassle of looking for somewhere to fill up nearby. My tank is only 36 gallons

Yes i have on return trip home from North Carolina . Because we get home late house not up and running , easier to stay in rv showers and all. full tank no problem but most of time very little in tank or noting.

Has anyone noticed a tendency for the camper to sway with water in the tank? On one trip we had our fresh water half full, 15 gallons, and it felt like we has more sway because of water sloshing around. Problem was we had other variables so couldn't pin it down to that necessarily.

Depends, if I'm going somewhere with known water then I'll only carry about 1/3 load, but if I'm going boondocking or somewhere with unknown water (I'm going out west later this year, I'll carry full load then.) then I'll carry a full tank. For me it's only 450lbs more, when the whole thing full of water is going down the road at 19,000 that 450 isn't a huge change.

Where is your tank??? Front - middle - rear??
I can see how tank in the rear could add sway.

Generally no. I have ran with a half tank and can feel the slopping around. Hasnt caused a problem but its annoying especially when I stop. Feels like being lightly bumped from behind.

Tank is in front of the axles. Small trailer, 23 foot and weighs about 4k and some.

Nearly all the time, since we almost always dry camp.
The extra weight affects mpg way less than the frontal air resistance.

If I'm boondocking, I'll fill it up at home prior to trip. I never drain it during the season so I'll travel with whatever is left. I do try to keep it at least 1/2 full all the time. I was showering last year and someone ran over a water spicket in the campground and they shut all the water off. I was mid suds and had no water to finish the shower. I have a 14,000 pound 5th wheel so 500 pounds doesn't make much difference. It's about the same as a full tank of gas vs an empty one.

Empty now, but I have had it full and it actually came in handy. Not camping related (well guess it could be). We lost power for a few days at home and were able to go out to the camper and take hot showers because it was.

When dry camping, mine is always full upon leaving the house. That's 60 gallons on this 5er. My TH had a 100 gallon tank. No problems doing that with mine.
