Not sure. Can you take a picture of it?

Like the pics Turbs sent, all three handles should point the same direction for summer operation.

The bypass must be closed to route all incoming water from the open cold through the water heater to the open hot water outlet.

Leaving the "middle" valve open (same orientation as the inlet and outlet valves) will add cold water to the hot water coming out of the heater resulting in uneven showers and warm (not hot) water.

Unless you mean all level with the ground?... Not all heaters have those kind of valves.

If I do this it will burn up my hot water element. I understand what you all are ssaying but NO WATER GOES TO THE HOT WATER HEATER WHEN THE VALVES GO IN THE SAME DIRECTION.

OK, three valves, two open (inline with the pipe) one closed (on the bypass). All three will be parallel to the ground -O when positioned right.

Next, open a hot water tap to let water into the WH. Give it time - eventually it will come out the tap.

If water still does not go into the heater, go back along the line - is it going into the fresh water tank instead?

Not to be insulting, but is the drain closed?

Ok we seen something like this last year.....

Pull your valves out and make sure there opening and closing.
The guy last year had the knob turn but the insides were not.

I will have to try that. I'm thinking the valve on the red line(hot water) would be the one not changing because water works on cold all the time but not hot when the bypass is closed. Do i just pull the valve handle off?

I believe you'll have to remove whole valve.
Mine have nuts on either sid belive but yours may have squeeze clamps that have to be cut off and then worm clamps to replace them.
