Help with shower

Just purchased our 2280 and working through checks for first trip. Found a couple broken water lines and fixed them.

However, when we turn on the faucet at the shower, all the water sprays out of the base were the shower hose connects. I am trying to make sure the valve is working correctly, but when I pull the hose, the valve area is empty.

First, is there supposed to be something in this area? Second, is there a trick to operating the valve?

at the end where the hose connects to the shower faucet area there should be a rubber gasket. there should be a gasket at both ends of the hose.
