Holding tank valve stuck

Has anyone else had trouble releasing the valve on the shower holding tank in a cedar creek 38 efk fifth wheel?

Several people have, but I’m struggling to find anyone who has resolved it themselves. I found one thread that soaked the handle in oil overnight and it came loose, but that didn’t work for me.
If you have any advice, please let me know. Mine is a cable type valve and I’m not even sure how to get to it without cutting the undercarriage covering.
