Hot Water Heater Bypass Valve Location

I just bought a used 2002 Rockwood Roo 23 footer. I am new to the travel trailer experience. I can't seem to be able to make hot water because I can not get any water into the tank. Anode is out and tank doesn't have water when line is connected to trailer. Read enough blogs now to learn about the bypass valve, but can't find it. Help.

Usually on the back of the water heater. Look at the location outside, and then try to locate where it is inside. May have to remove a panel inside a cabinet, to gain access.
When the valve handle is "in line" with the water pipe, water will flow, calve is open. When the handle is "cross ways" with the water pipe, water will not flow, valve is off. At least this a generic description.
