Hot water heater external access panel question....

We picked up a 2013 Roo 23ss in January of this year. We returned last night from our third trip out and noticed the welding on the access door hinge securing the hot water heater to the trailer has disengaged. The only thing holding the door on the trailer is the one little lock at the top.

Once noticed I stored the panel in my truck. My question - would this be a warranty item or would it be easier to purchase a new panel? Secondly, does the panel come with the welded on brackets? Those brackets look to be secured to the trailer with a Phillips head screw of some type.

Sounds like a warranty issue to me.
