Some public (federal and state) parks in WA, and all state parks I have stayed at in Oregon (Silver Falls, Ainsworth, Viento, Beverly Beach South Beach,and Cape Lookout) all had disposal station areas dispersed throughout the campground, usually every few campsites, where grey water could be emptied. I emptied mine with a black garden hose connected to my discharge garden hose outlet and store this hose with my stinky slinky.
If you get caught dumping directly on the ground in a campground, be prepared to get a stiff talking to or a fine.
