On the back of the toilet, the water line connects to a water valve.
If the water is good at that water line, then the problem is in the toilet. If not, it's in the line itself.
If it's in the toilet, remove the water valve and flush it out. My bet is you'll find gunk and crud in there. Get that out and water should flow to the toilet.
